Tear off vs. Overlay: Conflict in Roofing

The most commonly asked question about roofing is whether to repair the roof or replace it. The second most commonly asked question about roofing is whether to tear the roof off or lay a new layer over it. The third most commonly asked question about roofing is "What is up with tearing off vs. overlaying?"

Shingles suffer from wear and tear as they are constantly exposed to the weather: sun, rain, and snow. When shingles have reached the peak of their service life, fresh ones take the place of the old breed. However, when fresh shingles start falling off shortly after you nail them, the problem may be your old roofing structure. Therefore, the burning question remains: "Should you tear off the roof or place a fresh layer on top?"

Tear off: As simple as it gets, tearing off the roof means replacing the entire roofing structure for structural integrity. When the roof gets creaky or leaky under gale-force winds or torrential rains, a major overhaul may be in order. Of course, tearing off your old roof is not exactly friendly to your budget; but solutions to severe roofing problems see it as the ideal way.

A major overhaul of the existing roofing system should be considered as a last resort -- when the roof is beyond repair. If the trusses and rafters start to sag, as well as spongy areas on the roof start to appear, tearing the roof off may be a better option. A fresh roof over your house will ensure the integrity of the home and prevent additional costs in frequent repairs.

Overlay: An overlay on the existing roofing system is the more affordable option, as it uses less materials and equipment. Many people consider overlaying; but, in reality, people rarely overlay their roofs. This is because most building codes do not usually allow for more than one roofing layer. Dallas roofing companies say that the local building code does not say anything about overlay roofing.

Overlay was the practice a few decades ago. However, inspectors and insurance companies have grown more reluctant against overlay roofing, possibly because of issues on the structural integrity of the home. The weight of multiple roofing layers can put stress on the trusses, increasing the risk of collapse. Still, check with the Dallas local building department or roofing companies in Dallas TX on whether or not overlay roofing is possible.

If you want to know more about tear off and overlay roofing, RoofHelp.com has an interesting guide. The article lists the right situations when to consider a major overhaul or an overlay job. Don't forget to ask a Plano roofing company if they take overlaying as an option.

N.S. doctor urges methadone alternative | Health X Pert Articles ...

WASHINGTON (CBSMiami) ? Within minutes of the Supreme Court?s decision, Florida Democrats and Republicans began firing off statements either labeling the Affordable Care Act as either a burdensome new tax or lauding it is as monumental ruling in American history. For the most part, Republicans came down hard on the decision and moved the talking point away from health care itself and instead tried to recast the decision as a large new tax all Americans would have to pay. ?The tax question was repeatedly refuted by members of Congress who helped pass this health care takeover,? Governor Rick Scott wrote. ?The Justices have declared that the provision of ObamaCare is a judicially mandated tax. A new tax pure and simple. This is just another burden the federal government has put on American families and small businesses.? Florida Attorney General Pam Bondi gave a nuanced early answer that sought to salvage some semblance of a victory after being turned away for the most part by the Supreme Court. ?The Court did say, however, that they (Congress) cannot do this under the Commerce Clause; that you cannot force a person to purchase a product just by being alive,? Bondi told the News Service of Florida. ?However, they found that this is a tax. And that?s contrary to everything our president?s been saying. So this is a tax on the American people and that?s how it was upheld.? However, according to the solicitor general?s argument before the Court in March, if the law wasn?t valid under the Commerce Clause, which a 7-2 majority of the court said, then the law was constitutional under the taxing power of Congress. Florida Commissioner Adam Putnam was the first local politician to react with a statement and took exception with the health care law regarding health issues. ?Unconstitutional or not, the so-called ?Patient Protection and Affordable Care Act? is the wrong policy for reforming health care and the wrong direction for America,? said Commissioner Putnam. ?Individual liberties and the doctor-patient relationship took a step back today.? Click Here To Read What CBSMiami Facebook Fans Have To Say About The Supreme Court?s Decision Click Here To See What The Decision Means To Florida ?What?s important to remember is that what the Court rules on is whether something is constitutional or not, not whether it?s a good idea,? Florida Senator Marco Rubio said. ?And while the Court has said that the law is constitutional, it remains a bad idea for our economy, and I hope that in the fall we will have a majority here that will not just repeal this law, but replace it with real solutions that will insure ore people and cost a lot less money.? Florida Congressman Connie Mack, IV, echoed Bondi?s statement in his statement that targeted his opponent in November, Senator Bill Nelson, a democrat. ?ObamaCare not only kills jobs, burdens families and runs up our already-massive debt, it oversteps its bounds by stripping Americans of their freedoms and mandating compliance with a government edict by calling the law a tax,? Mack wrote. On the other side of the political aisle, Democratic Congresswoman Frederica Wilson of Miami lauded the Supreme Court?s decision. ?This decision is a huge victory for the people of District 17 and all across the country. Because of this ruling, everyone in South Florida will benefit from critical patient protections, $1 trillion in savings over the next two decades, better coverage for families ? including preventive care to keep people healthy ? and greater accountability for the insurance industry,? Wilson wrote in a statement. Senator Bill Nelson touted the reforms while trying to pivot back towards the economy. ?Our system was broken and we had to do something.? Insurance companies were refusing to cover people or dropping those who got sick,? Senator Nelson wrote. ?So, we passed legislation to prevent insurers from running roughshod over people.? And today, the Supreme Court upheld most of these reforms.? Now, I think it?s time we finish the job of fixing our economy and creating more jobs.? Republican Congressman David Rivera reacted strongly against the law. ?It is in the best interest of our nation?s economy to repeal the job-killing health care law and replace it with common sense reforms that address what is wrong with the health insurance system in America,? Rivera wrote. ?We must pass legislation that lower costs and protect American jobs, not threaten them. We must move toward a system that welcomes patient choice and flexibility, instead of more government involvement, by ensuring Americans the ability to make medical decisions without bureaucratic interference.? US Representative Alan West called the decision a ?sad day for America.? ?This is a sad day for Americans, as they will be taxed to pay for benefits they may not need or want as part of the insurance they are forced to buy. With this decision, Congress has been granted infinite taxation power, and there are no longer any limits on what the federal government can tax its citizens to do,? West said in a statement released Thursday afternoon. ?Benjamin Franklin did indeed state, ?In this world, nothing can be said to be certain, except death and taxes.? However, Dr. Franklin never envisioned the federal government would use its power of taxation to punish people for not purchasing health care.? Today, individual sovereignty in America has been defeated.? Congresswoman Debbie Wasserman Schultz, also the chairpersonof the Democratic National Committee, saluted the Court?s decision. ?As a breast cancer survivor and one of 129 million Americans with a pre-existing condition, I am overjoyed that the Supreme Court upheld the right of every American to have access to quality, affordable health care insurance,? Congresswoman Wasserman Schultz said in a statement. ?It is wonderful news that the Supreme Court has upheld the constitutionality of this landmark law, and I reaffirm my commitment to working to find innovative solutions that keep us on track toward full implementation of the Affordable Care Act so we can ensure affordable, accessible, quality health care for all Americans.?

Video: Giant Nexus Q robot stalks the halls of Google I/O

Last year it was an oversized Android-powered labyrinth, and this year the centerpiece of the Google I/O second-floor display was a giant robotic Google Nexus Q. Attached to a robot arm and adorned with glowing, rhythmic LEDs, the 'bot played music to attendees passing through I/O.

Announced yesterday, the Nexus Q is a miniature Android-powered computer and media center for your living room. It's due out in July, and I/O attendees were given preview units yesterday. We'll be bringing you more on Google's latest foray into home entertainment over the next day, but for now you can find footage of its oversized robotic cousin after the break.

Sergey Brin demos Project Glass on stage at Google IO

It's hard to ignore Google's X Lab-born Project Glass. News of the slim-lined, sci-fi goggles' existence first surfaced this past February and it wasn't long after that Mountain View's own elite began to flaunt the heads-up display in public. While little of the device's true purpose and functionality is known, we have been privy to certain features over the past few months, like photo sharing to Google+ and even its ability to overlay Maps. Though product lead Steve Lee shrugged off rumors of a late 2012 launch, it does appear the company's itching to spill a few more (jelly) beans at today's I/O conference.

To do that, Sergey Brin rushed onstage at Google I/O wearing the glass units to give us a brief live action demo courtesy of a skydive over San Francisco. Video of the jump, performed by four divers in a blimp, was streamed live through Google Hangouts to attendees at the Moscone Center. In keeping with the extreme vibe of this demonstration, the showcase was handed off to bikers on the rooftop, also outfitted with the lenses, who jumped from building to building via ramp and then eventually cycled into the arena and right up to Sergey, himself. As a finishing touch, Brin also snapped a shot of the team using his own headset. All told, it's a pretty incredible way to once again officially tease this forward-looking tech.

Check out our full coverage of Google I/O 2012's opening keynote at our event hub!

Update: Google's posted the entire segment by itself, it's embedded after the break if you want to relive every step (stage to blimp and back to stage, with a few handoffs in betwee) as it happened.

The resulting atmosphere is both rustic and cozy - the perfect reflection of Alaskan surroundings.

Since "breakfast" is practically our middle-name, our members around the state present the first meal of the day in a variety of ways. You might be invited into the main house to sit down with other overnight guests at the dining table and share stories and adventures. Other members might accommodate your privacy by having breakfast items already set up in your cabin, cottage or chalet for you to enjoy at your leisure. Rockie Fresh Prepping Electric Highway Mixtape

Chicago rapper reveals the title of his latest project exclusively to MTV News.
By Nadeska Alexis

Chicago has bred plenty of legendary hip-hop artists, but the city's youngest crop of rappers are ready to usher in a new era for the Midwest. Among those leading the pack is Rockie Fresh, who will follow up his January mixtape Driving 88 with a new project titled Electric Highway this fall.

The 21-year-old Southside native has released several notable mixtapes over the past few years, including 2011's The Otherside Redux and this year's Driving 88, which found him collaborating with Casey Veggies and fellow Chi-town rapper King Louie. But Rockie's confident that current recording sessions will result in his best work yet.

"It's called Electric Highway," Rockie told MTV News exclusively, revealing the title. "I always want to do original music even if it's a mixtape, so it's definitely a free album, but all of the records are going to be original. With me getting older and seeing different parts of the world, my content is always going to be evolving, so this is going to be the peak of Rockie Fresh. Out of all of the stuff that I've done, I think this is going to be my best work and I'm really looking forward to dropping it."

Rockie's fans will certainly be looking forward to the project, as will a few industry heavyweights who also have their eye on the young rapper. During a visit to New York City's Hot 97 radio station this week, Maybach Music Group CEO Rick Ross sent a "shout out to the lil' homie Rockie Fresh," adding, "I'm a fan of his music." And even though Rozay confirmed that Rockie hasn't been signed to MMG "as of now," they certainly have a good relationship going.

"That was crazy," Rockie told MTV News just hours after the shout-out from Ross. "Me and him, we've been talking a lot back and forth. That's definitely one of my big homies."

While Rockie continues to explore his label options, you'd better believe that he'll stay buried in his work. While on tour over the past few months, he gave fans the chance to keep up with his everyday grind through the vlog series "Life on the Otherside."

"[It's] to let people know that sh-- is real," he said matter-of-factly. "A lot of people utilize the Internet to stunt and it kind of gets old after a while. I really want people to see my climb, to really respect the work ethic that goes into it, and even for them just to be motivated by it. [It's] to let other young artists know that the struggle is something everybody has to go through. It's not a smooth road, so I just feel like it's dope to really show people the real picture."

Let's Start to Enjoy Summer - What is Lifestyle Therapy?

July tends to be a different experience for people with children than those without children. Child free people can go about their lives, taking time to consider their Summer break. They are often free from time constraints, the limitations of income, school terms or childcare. For those with children July signifies the end of the school year, relief that exams are over or anticipation of student offspring returning from university.

Now that the freedom of the best months of the year are arriving let?s start to enjoy Summer:

- Many people are wary of spending a lot of their disposable income on a Summer holiday. Some prefer to wait for a last-minute deal or have a cheaper holiday at home. Many families have ongoing concerns about their financial situation and future security. It?s important to resist being pressurised into spending money you cannot afford and then having to commit to stressful months of repayments. Far better to be open and honest about what you can afford from the outset. Real friends will appreciate your position.

- Sharing holidays with others can be claustrophobic. Spending twenty-four hours of the day in each other?s company can place severe strain on relationships. Separate accommodation can help introduce some respite from the intensity, as can joining part way through the holiday. If you?re accompanying difficult family members try to ensure that everyone has tasks to occupy them; food preparation, childcare, tidying can give everyone a valuable break.

- When entertaining family or friends at home suggest that everyone shares the load by bringing a dish or a bottle. That way a pleasant, relaxed party atmosphere can be enjoyed for relatively little individual expense and effort. Many people are happy to get involved in this way and it makes it easier and less onerous for them to feel comfortable about reciprocating at some point in the future.

- Children can go a little wild after months spent studying. It can be a good idea to initially allow them some latitude to blow off steam and catch up with friends. Then agree some household rules. Outline expected chores, studying, homework routine, especially relevant if they?re not getting a Summer job.

- With young children, share childcare with another family if possible. Then you can combine resources to provide a full timetable of trips, overnight stays, catering and fun times whilst giving each other a break and some valuable free time. Many attractions offer special deals on entrance fees and meals for family groups. Check local press for details.

A little forward planning can ensure that July is a fun, eventful month, with plenty of good times enjoyed with family and friends. Planning ahead can ensure that relationships survive intact, children enjoy their Summer holidays, whilst too much money is not spent.

Baguio Resto Featuring Good Taste, Oh My Gulay and Choco-Late ...

If you plan to go to Baguio, never miss out its food. Aside from pine trees, Baguio City is also a home of hundreds of restaurants, bars and cafes. If you want to wander this cool city, be sure to make a bucket list of restaurants you will be visiting and having your next dinner or lunch.?

Part 2 of Baguio Destinations (Again and Again)

OH MY GULAY

We met the ?Journeying Pinay? or Haiz her nickname at around early evening. And for the win, I met her at Oh My Gulay, another Baguio restaurant worth checking in to for their well valuable ?gulay? dishes. It is also a one-of-a-kind restaurant in Baguio, just like Kubong Sawali which serves the best sea food and Ilocano dishes and Zio?s pizza and pasta for its mouthwatering pizzas.

Oh My Gulay is located at the top floor of La Azotea in Session Road. It serves veggie dishes with witty names like the one I ordered, Dayap Tea and Anak ng Putanesca pasta. The food is okay and the price is just competitive.

GOOD TASTE

Before we went to Bencab Museum (which we didn?t much visit at all because it was closed that time), we spent a lunch at Good Taste restaurant. Good Taste restaurant in Baguio is located at Otek Street, near Sizzling Plate in front of Central Park restaurant. The restaurant serves the best buttered chicken in the most affordable price. Queen Elizabeth shakes hands with ex-IRA chief

BELFAST (Reuters) - Britain's Queen Elizabeth shook the hand of former Irish Republican Army (IRA) commander Martin McGuinness for the first time on Wednesday, drawing a line under a conflict that cost the lives of thousands of soldiers and civilians, including that of her cousin.

The meeting with McGuinness, who is now the deputy first minister of British-controlled Northern Ireland, comes 14 years after the IRA ended its war against Britain's claim to the province, and is one of the last big milestones in a peace process whose success has been studied around the world.

The queen met McGuinness behind closed doors in a theatre in a leafy middle-class suburb of Belfast, which hundreds of police cordoned off ahead of the event.

There has been scattered opposition to the gesture of reconciliation from dissident Irish militants and from some of the IRA's victims. But the vast majority of the province's politicians back the meeting, the first between the queen and a top member of the IRA or its former political wing, Sinn Fein.

"Today is a huge event and it is, in a sense, the ultimate handshake," John Reid, Secretary of State for Northern Ireland from 2001 to 2002, told the BBC.

"On all sorts of levels this is a hugely significant step but it is only one more step in a long process. This may take generations - to get back to absolute reconciliation in Northern Ireland and the island of Ireland."

McGuinness has long been reconciled with the fiery anti-Catholic Unionist leader Ian Paisley, who sat with him in a power-sharing provincial government.

The queen regularly meets senior Unionist politicians, Protestants who want Northern Ireland to stay inside the United Kingdom, but not Sinn Fein, the largest party representing Catholic nationalists who want a united Ireland.

HERO AND HATE-FIGURE

McGuinness, deputy first minister of Northern Ireland's power-sharing government, is a hero to Republican hardliners, but has long been a hate figure to Unionists, many of whom harbor deep suspicions about his past.

He admits he was on the front line in the war with British forces, including on Bloody Sunday in 1972, when troops shot dead 13 unarmed protesters, but says he never killed anyone.

A British report said that McGuinness probably was armed with a submachinegun on Bloody Sunday, but did nothing to provoke the massacre. He has said he left the IRA in 1974, but most historians believe he was active for most of its campaign.

For the queen, the Northern Ireland conflict has long had a personal edge. Her cousin Lord Mountbatten was killed by the IRA in 1979 with three others, including his 14-year-old grandson, when his boat was blown up while he was on holiday in Ireland.

More than 1,000 members of the British security forces were among 3,600 people killed during the 30 years of the "Troubles".

"I represent people that have been terribly hurt by British state violence over the course of many years," McGuinness said in a video interview that Irish journalist Eamonn Mallie posted on his website on Tuesday.

"But I am also big enough to understand that Queen Elizabeth has also lost a loved one, and of course there are families in Britain. Mothers, fathers, sisters and brothers, children of people who were sent here as British soldiers who lost their lives also."

Sinn Fein, which has become increasingly popular south of the Irish border as the main party opposing an EU/IMF bailout, is keen to bolster its image as a mainstream party and distance itself from a violent past that alienates many southern voters.

REFERENDUM?

Sinn Fein still wants a referendum on whether Northern Ireland should remain part of Britain, where its members still refuse to take their parliamentary seats, but in the short term its aim is to be in government north and south simultaneously.

Just last year Sinn Fein rejected invitations to attend events during the queen's landmark visit to the Irish capital Dublin, the first by a British monarch since the republic won independence from Britain in 1921.

Sinn Fein president Gerry Adams acknowledged last week that Wednesday's meeting would cause difficulties among party supporters. Some branded McGuinness a traitor for meeting a queen who is also commander-in-chief of Britain's armed forces.

"People are not unhappy that someone is shaking her hand, just not him. He's a hypocrite," said Martin, a 42-year-old unemployed man who said he and his friends had got criminal records defending their neighborhood in working-class Belfast.

"He sent people out to fight. To die. And now he's putting on a suit and shaking her hand? I don't want war (but) this shouldn't have happened till the next generation."

However, the very fact that a visit by the queen was announced in advance, for the first time since the conflict began, shows the vast progress the province has made.

When the queen last visited for a jubilee celebration in 1977, she was forced to stay overnight on a ship at sea before flying to Belfast, parts of which were effectively controlled by the IRA.

With small splinter groups continuing to attack British targets, security forces say the risk of an attack is at its highest level since the Good Friday peace agreement was signed in 1998.

Nine police officers suffered minor injuries on Tuesday night when they were pelted with petrol bombs and other missiles.

Fitness | A Little Effort For Better Health Starts With Great Advice

A physically fit (as what you will read more about health in this article) body is the key to Health and vitality. Along with good nutrition, healthy exercise is instrumental for a long and fulfilled life. Working out is good for your muscles, heart and mind. The article below contains many tips and advice on developing and maintaining a fit body.

Find a way to sneak in exercise. It?s not important where or when you exercise, just that you do exercise. It is easy to sneak in a thirty minute workout in your day. If you take a bus, get off a stop or two before your stop and walk the rest of the way or go for a walk after lunch. Finding small pockets of time to exercise can be beneficial to your health.

Eat more soup to help you reach your Health and fitness goals. Forget chips and cookies for snacks and appetizers. Switch to soup instead. It is a healthy choice, and if you have it before meals you will eat less. Studies show soup eaters consume less calories overall than non-soup eaters.

A good fitness tip that people who are overweight should pay attention too, is not to work yourself to hard during your workout routine. Bigger people burn more calories anyways because of the extra weight they have to support. Don?t overdo it at the gym as it can cause a number of Health problems.

Always remember that with fitness, less is more. That means that when exercising frequency is usually more beneficial for your body than the total duration of time that you are working out. For example, doing five 30 minute workouts are going to be better for your Health and body than doing two 75 minute sessions. Overall smaller frequent workouts are going to be better for your body and mind as they won?t overtire or over-strain you.

If you are out of shape, consult with your doctor before beginning a mild fitness program to help you gradually improve your level of fitness. With your doctor?s OK, begin a gentle, low-impact daily fitness plan and adopt healthy eating habits (such as always eating your meals and snacks at the table) to improve your Health and fitness level.

Exercising with your dog can be a great motivator. Having to take your dog out can increase the frequency of your workouts as well as your enjoyment. Some Health clubs even offer classes or activities that can be done with your pet, such as ?doggy yoga?!

Fitness is about as much body as mind. Tai Chi is an exercise that combines both physical exercise and mental wellness. They use the body?s Chi to center themselves. What some would consider a slow moving, static exercise would surprise people, as it turns out to be very beneficial to health. It?s really no wonder that it is one of the most practiced forms of exercise in China.

If exercising just isn?t for you ? whether you?re too busy or it aggravates you ? still try to find the time to do twenty minutes of either aerobic exercise or weight lifting two times every week. Even this little bit of exercise, has been shown to increase your health.

If you want your fitness program to work, adjust your living environment to promote Health and wellness. Get rid of unhealthy foods and stock up on fruits and vegetables. Do not smoke and ask others not to smoke in your presence. Also, get plenty of sleep and avoid overindulging in alcohol. Fitness is about more than just working out!

Check that a fitness club pays attention to a member?s Health conditions. When choosing the right fitness club, be sure that they have a good Health screening procedure in place. New members should always be screened for heart disease, and at least one member of staff should be CPR certified. There should also be an emergency response plan in place in case of illness or injury.

As stated in the above in the introduction, physical fitness is important to a healthy lifestyle. For full body health, fitness and good nutrition is important for everyone. Follow the helpful tips outlined in this article for some interesting and fun ways to keep your body in the best condition possible.

Photos of Google's Vic Gundotra wearing the latest, bluehued Glass prototype

Sergey Brin briefly pulled out a light blue prototype of Google Glass whilst on stage at Google I/O, and as it turns out, those are evidently the latest and greatest models that the company is willing to wear around. We ran into social exec Vic Gundotra after this morning's keynote, only to find him donning precisely the same set that was teased on stage. We asked if the blue was just part of Google's experimentation with coloring Glass, and he chuckled while confessing that he wasn't authorized to speak further about the project or its ambitions. Still, the man looks good in blue. And something tells us you would, too.

General Assembly: Big Data On The Curriculum As Tech Ed Startup Opens London Branch

general assembly londonGeneral Assembly, the New York-based education startup that offers classes and mingling space to tech developers and entrepreneurs, today officially opens its doors on its new London campus -- marking its first expansion outside the U.S., and part of a bigger international strategy that will see the Yuri Milner/Jeff Bezos-backed company also expand to Berlin in July. Adam Pritzker, one of GA's co-founders, says that London was an ideal first move abroad because the tech world here "has a lot of the same dynamics New York did 1-2 years ago." But that doesn't mean this will be a carbon copy of the original: he also says that GA wants to cater to the local clientele, and will be expanding its program accordingly. That could see GA put a new emphasis on big data development in the future, he says -- speaking more to the finance and finance tech community here in London, as well as other industries big in the city and ripe for technological innovation.

UCSF cancer expert testifies at congressional forum on breast ...

Treatments must move into the realm of precision medicine, says Frank McCormick.

Frank McCormick, UCSF

Cancer medicine must depart from a one-size-fits-all tradition, and move instead to targeted treatments, said cancer expert?Frank McCormick, PhD, FRS, during a congressional forum this week that focused on cutting-edge cancer research and treatment.

McCormick, director of the UCSF Helen Diller Family Comprehensive Cancer Center, was part of a top-tier panel of expert witnesses at an event held by the Senate Cancer Coalition in Washington, D.C. It was the first public gathering convened by the non-partisan organization in almost a decade. The hearing served as a platform to examine how breast cancer research has led to the development of more personalized approaches to better detect, treat and prevent many types of cancer.

?In 1971, it was presumed that cancer was a single disease and perhaps there would be a single cure. This turns out to be not the case,?? McCormick said. ?Probably at least 200 different diseases, cancer is caused by thousands of mutations in a very complicated manner?each of these different types of tumors requires different types of treatment. For example, we have learned that there are at least seven different types of breast cancer. And with further research, we are likely to discover that there are even more.??

In his presentation, McCormick explained that advances in understanding cancer at the molecular level ? especially the discovery that cancer is caused by changes, or mutations, in genes that control normal cellular function ? have set the stage for a new era in cancer care including an array of surgical and pharmaceutical options now available to patients.

Now scientists must move into the realm of precision medicine, he said, in which treatment is based on the specific characteristics of individual patients and their tumors in which an individual?s genetic makeup or specific molecular markers of their disease help to determine the course of treatment.

?This is one of the most promising new approaches in modern cancer treatment,?? said McCormick, president of the American Association for Cancer Research, the world?s oldest and largest cancer research organization.

Driving Precision Medicine

UCSF is already at the forefront of precision medicine.

Chancellor?Susan Desmond-Hellmann, MD, MPH, who shepherded the first targeted cancer therapies to clinical trial as president of product development at Genentech, has won accolades for her innovative leadership in working to create an infrastructure that propels laboratory discoveries into new therapies for patients.

In 2011, she co-chaired a National Academy of Sciences committee recommending the creation of a Google maps-like data network that would integrate the wealth of data emerging on the molecular basis of disease with information on environmental factors and patients? electronic medical records, with the goal of developing more diagnostics and treatments tailored to individual patients.

Other UCSF cancer experts are spearheading advances in personalized treatment plans. Earlier this year, two clinical studies led by UCSF ? the largest ever conducted on the molecular genetics of lung cancer ? demonstrated that an available molecular test could predict the likelihood of death from early-stage lung cancer more accurately than conventional methods. The studies might in time improve the odds of survival for hundreds of thousands of patients annually.

For breast cancer, the U.S. Food and Drug Administration issued recommendations last month that would accelerate patient access to new medications while reducing the time and cost of drug development. The new regulatory guidelines were based in part on a groundbreaking, national breast cancer trial called I-SPY 2 led by?Laura Esserman, MD, MBA, director of the Carol Franc Buck Breast Care Center at the UCSF Helen Diller Family Comprehensive Cancer Center. The trial combines personalized medicine with a novel investigational design to identify women at high risk of early breast cancer recurrence. It is underway at 19 major cancer research centers around the country.

As scientists continue to make progress in understanding the complex roots of cancer, they face ?unprecedented?? opportunities, McCormick said during the congressional hearing on June 19. The hearing was titled ?Preventing and Treating Breast Cancer in the 21st?Century: Seeking the Right Treatment at the Right Time.??

?By continually probing the biology of cancer, researchers can make new discoveries and then apply that knowledge to improve clinical outcomes to patient benefit,?? McCormick said.

Governmental funding as well as a ?steadfast commitment?? from the White House and Congress would help fulfill the promise of cancer and biomedical research, McCormick said.

The Senate Cancer Coalition is co-chaired by Senator Dianne Feinstein (D-California) and Senator Kay Bailey Hutchison (R-Texas). The coalition was established in 1995 by Feinstein and former Senator Connie Mack (R-Florida) but has been largely inactive since 2003. Feinstein and Hutchison are working to revitalize the group to provide Senate colleagues with the opportunity to explore the state of cancer care with leading scientists, physicians and other health care professionals and patients.

The panelists at the hearing included Barbara Wold, PhD, advisor to the National Cancer Institute Director on Cancer Genomics Research; Leslie Bernstein, PhD, director of the Division of Cancer Etiology at the City of Hope Comprehensive Cancer Center; and Ana Maria Gonzalez-Angulo, MD, associate professor of medicine at the University of Texas MD Anderson Cancer Center.

Man robs bank, drives to police station, confesses

PORTLAND, Ore. (AP) ? A suburban Portland man says he was so moved by a documentary exploring the cause of the Great Recession that he decided to rob a bank.

But apparently the film didn't make enough of an impression for the 50-year-old Gresham man to keep the loot.

The Oregonian (http://is.gd/g9xtwS) reports that Raymond Carl Knudson pleaded guilty Monday to sticking up a Bank of America branch in April, a crime he confessed within minutes of committing.

According to court documents, Knudson entered the bank and handed over a robbery note. Then he drove to the Gresham Police Department carrying all $425 of the loot and confessed.

He told investigators he felt compelled to rob the bank after watching "Inside Job."

He's scheduled for sentencing Sept. 10.

More than 100 still missing after Uganda landslide

Residents of Bududa mill around an area where 18 people were buried alive following a mudslide in Bunamulembwa village in eastern Uganda.

By msnbc.com staff and news services

More than 100 people were missing and about 30 confirmed killed in eastern Uganda on Tuesday after a landslide the previous day buried villages in a coffee-growing area on the slopes of Mount Elgon, the government said.

On Monday, the Uganda Red Cross said at least 18 people had been killed in the disaster, but on Tuesday government officials said the number of fatalities was higher and that 109 people were still missing.

The search and rescue operation was called off on Tuesday after officials said the chances of finding any more survivors were slim.

"It is feared the landslide and floods buried about 29 homes with about 30 people dead," Stephen Mallinga, the minister of disaster preparedness and refugees, told a news conference.

He said the timing of the landslide - in the early afternoon - had prevented a much higher death toll.

"When the landslide occurred at about 2 pm, many people had gone to the market and some children were at school. Both the market and the school were not affected," he said.

Up to 400,000 people could require humanitarian aid as the rain intensified, forcing them to abandon their homes for fear of further mudslides, he added.

The Daily Monitor newspaper reported that at least 11 villages in the mountainous Bududa area of eastern Uganda?had been hit and two, Namaaga and Bunakasala, had been completely engulfed.

Witness Rachael Namwono, 29, told the paper that at least 30 homes in Mabaya Village ? containing an estimated 300 people ? had been covered.

"At 2 p.m., the ground trembled, followed by heavy rumbling of soil and stones which covered our home," Namwono told the Monitor.

Two officials in Bunamulembwa Village said about 100 houses were destroyed, the paper added.

'Devastation'
It was not immediately possible to verify the report, but officials in Bududa told The Associated Press that they feared that hundreds of people had been killed.

The affected villages are in a coffee-growing area on the slopes of Mount Elgon straddling the Kenyan border.

Red Cross spokeswoman Catherine Ntabadde told Reuters that the latest reports had confirmed 18 people had died "but assessment of the devastation around the area is continuing."

A local member of parliament, David Wakikona -- who said he had initial reports of more than 100 people buried -- said there was an ongoing danger.

"The areas around Bududa district have been experiencing heavy rains for days now," he told Reuters. "I am told the landslides started around midday today [Monday] and that they're still going on and some villagers who survived the early slides are fleeing."

Landslides caused by heavy rains are frequent in eastern Uganda, where at least 23 people were killed last year after mounds of mud buried their homes. Scores of people were buried alive in a similar disaster in March 2010.

Reuters and msnbc.com's Ian Johnston contributed to this report.

(AP Photo/PA, Ian West) UNITED KINGDOM OUT NO SALES NO ARCHIVE

(AP) ? The Spice Girls gave fans what they want ? what they really, really want ? Tuesday, reuniting onstage to announce the details of a musical based on their songs.

Producers stress that the stage show "Viva Forever" isn't a biography of the band, but there are plenty of real-life resonances for the 1990s "Girl Power" group in its tale of female empowerment and friendship tested by fame. The show opens in London in December.

"We're going to be introducing a whole new generation to 'Girl Power,'" said Victoria "Posh Spice" Beckham, who attended a media launch alongside Emma Bunton, Geri Halliwell, Melanie Chisholm and Melanie Brown ? also known as Baby, Ginger, Sporty and Scary Spice.

"Viva Forever" aims to tap the same vast female fan base as "Mamma Mia," which has been produced in 14 languages around the world and spawned a hit film starring Meryl Streep. The Spice Girls show tells the story of four friends whose bond becomes strained when their band enters a TV talent show.

Scored to Spice Girls hits including "Wannabe," ''Spice Up Your Life," ''Mama" and the title track, it was written by comedian Jennifer Saunders ? co-creator of celebrity-skewering sitcom "Absolutely Fabulous" ? and produced by Judy Craymer, the woman behind world-conquering ABBA musical "Mamma Mia."

Focusing on female friends and mother-daughter relationships, Craymer called the musical "a heartwarming family tale" that touches on the role of media and celebrity in the modern world.

"There's just something empowering about women's stories that interests me a lot," Craymer said.

Saunders ? who once spoofed the Spice Girls in a mock band called the Sugar Lumps ? said the show aimed to catch "the joy that they brought, their energy and their positivity."

The Spice Girls said they were delighted with the show, which was unveiled for the press in the grand neo-Gothic hotel where the video for their 1996 breakthrough hit "Wannabe" ? in which the band promised to "tell you what I want, what I really, really want" ? was filmed.

"Sixteen years ago when we were writing the words 'zig-a-zig-ah,' we could never have imagined they would be in a West End show," Halliwell said, quoting the catchy if confusing refrain of "Wannabe."

Added Chisholm: "It's better than we could ever have imagined."

"They sing it better than us," said Brown.

The band's outsized personalities and Halliwell's Union Jack dress made them icons of 1990s "Cool Britannia," and they sold 75 million records around the world. Halliwell left the group acrimoniously in 1998 and the Spice Girls effectively split a decade ago. The five members have not appeared together since a 2007-2008 reunion tour.

Since then, several have released solo records, and Beckham has become a fashion designer and part of a celebrity power couple with her soccer-star husband, David Beckham.

Despite their past differences, they appeared in good spirits as they joked and praised one another Tuesday.

Halliwell said her band mates "individually and collectively, they're really lovely."

"She's only saying that because she left!" said Chisholm.

True, Halliwell conceded, "but they took me back."

"Viva Forever" begins previews Nov. 27 and opens Dec. 11 at London's Piccadilly Theatre.

Rate of severe reactions higher than thought in young children with food allergies

ScienceDaily (June 25, 2012) ? Young children with allergies to milk and egg experience reactions to these and other foods more often than researchers had expected, a study reports. The study also found that severe and potentially life-threatening reactions in a significant number of these children occur and that some caregivers are hesitant to give such children epinephrine, a medication that reverses the symptoms of such reactions and can save lives.

"This study reinforces the importance of doctors, parents and other caregivers working together to be even more vigilant in managing food allergy in children," said Anthony S. Fauci, M.D., director of the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health.

The study results appear online in the June 25 issue of Pediatrics and are the latest findings from the Consortium of Food Allergy Research (CoFAR), a network established by NIAID to conduct clinical trials, observational studies and basic research to better understand and treat food allergy.

The research is part of an ongoing CoFAR observational study that enrolled 512 infants aged 3 to 15 months who at study entry were allergic to milk or egg, or who were likely to be allergic, based on a positive skin test and the presence of moderate-to-severe eczema, a chronic skin condition. The investigators are carefully following these children to see whether their allergies resolve or if new allergies, particularly peanut allergy, develop. The study is ongoing at research hospitals in Baltimore; Denver; Durham, N.C.; Little Rock, Ark.; and New York City.

CoFAR investigators advised parents and caregivers to avoid giving their children foods that could cause an allergic reaction. Study participants also received an emergency action plan, describing the symptoms of a severe allergic reaction to food and what to do if a child has one, along with a prescription and instructions on how to give epinephrine if a severe reaction occurred.

Data compiled from patient questionnaires and clinic visits over three years showed that 72 percent of the children had a food-allergic reaction, and that 53 percent of the children had more than one reaction, with the majority of reactions being to milk, egg or peanut. This translated into a rate of nearly 1 food-allergic reaction per child per year. Approximately 11 percent of the reactions were classified as severe and included symptoms such as swelling in the throat, difficulty breathing, a sudden drop in blood pressure, dizziness or fainting. Almost all of the severe reactions were caused by ingestion of the allergen rather than inhalation or skin contact.

In only 30 percent of the severe reactions did caregivers administer epinephrine, a drug that alleviates the symptoms of severe reactions by increasing heart rate, constricting blood vessels and opening the airways. Investigators found that caregivers did not give children epinephrine for a number of reasons: the drug was not available, they were too afraid to administer it, they did not recognize the symptoms as those of an allergic reaction, or they did not recognize the reaction as severe.

"This study documenting the natural history of allergic reactions to three of the major food allergens in pre-school children provides important new information for parents, caregivers and health care workers because of the large number of children involved and the rigorous follow-up," said Daniel Rotrosen, M.D., director of the NIAID Division of Allergy, Immunology and Transplantation, which oversees CoFAR. "The findings not only reveal that food-allergic reactions occur at a much higher rate in young children than we thought, they also suggest that more vigilance and increased use of epinephrine is needed."

Almost 90 percent of allergic reactions to egg, milk or peanut occurred after a child accidentally ate the food. The reasons for the accidental exposures included caregivers misreading food labels, not checking a food for an allergen, and unintentionally allowing a food allergen to come into contact with other foods (cross-contamination).

The study also found that approximately 11 percent of allergic reactions to egg, milk or peanut occurred after a caregiver -- most often a parent -- provided a child the allergenic food intentionally.

"Intentional exposures to allergenic food are typically reported in teenagers, who tend to take more risks or who might be embarrassed about their food allergy," says David Fleischer, M.D., the lead study author. "What is troubling is that in this study we found that a significant number of young children received allergenic foods from parents who were aware of the allergy."

CoFAR investigators are exploring possible reasons for these intentional exposures, but they speculate that it could reflect parents' at-home tests to determine if children have outgrown the food allergy. Because giving children allergenic foods could possibly result in life-threatening reactions, such testing should only be conducted under the direct supervision of a health care professional trained in performing food challenges. The study findings reinforce the importance of caregivers working closely with their doctors to understand how to effectively manage a child's food allergy.
